Under the direct supervision of the Client Services Director, this over-time exempt position is responsible for providing clinical guidance to the Outpatient and Residential behavioral health program services and staff.

ILLUSTRATIVE TASKS:

Administrative/Grant related:

1. Attends monthly Department of Behavioral Health and AKAIMS teleconferences and informs clinical staff of state level expectations and developments by email or in staff meeting.

2. Documents and Reports unauthorized disclosures/breaches of privacy per current policy and procedure and state and federal regulations to the Behavioral Health Office Manager and the

Client Services Director.

3. In cooperation with the Behavioral Health Office Manager, adheres to records retention and disposal policy and procedure, contract requirements and state and federal regulations.

4. Overseeing of all electronic client records to examine documentation for completion, clinical quality, and accuracy. Use the reports from Reports Manager or other EHR extraction of information to monitor service delivery and documentation and review this during supervision sessions with staff.

5. Maintains quality assurance of clinical service documentation to Medicaid standards.
6. Assists other clinical staff in maintaining service provision to agency standards.

Program Integrity Related:

7. Ensures that up to eight hours of outpatient services (Level 1.0) and between nine to twenty hours of intensive outpatient services (Level 2.1) services are provided per week to clients, as indicated on their assessment and treatment plan.

8. Client Services Director or this position may attend staff meetings with Lemon Creek
Correctional Center Probation Department and may do case reviews of shared clients.

9. Oversees Juneau Therapeutic Court contract requirements and ensures competency.
10. Completes Client Follow-up surveys, reporting outcomes to the Behavioral Health Office

Manager and clinical staff. Documents follow up survey outreach and outcomes to present to

Accrediting Body.
11. Reviews and signs all file audit corrections.
12. Assure that clients have new Client Orientation documentation in files every 12 months.
13. Updates forms under the direction of the Management Team.

Clinical leadership/supervision and staff development:

14. Provides clinical supervision to staff providing substance abuse treatment services.

15. Signs staff members supervised timesheets and conducts performance evaluations.
16. Provides assurance of clinical adherence to Behavioral Health Standards and Medicaid

Regulations for completion of assessments, treatment plans, discharge plans, client status reviews, and progress notes for all clinical staff.

17. Ensures that clinical integrity is maintained through adherence to best practice models, skill development in staff, and that program goals are being addressed.

18. Monitors and evaluates all clinical groups once per quarter by attending each group and providing documentation on a group supervision note.

19. Leads clinical staffing meetings.
20. Mentors staff in regard to best clinical practices and privacy protocols or regulations.
21. Ensures that clinical and case management staff receive on-going supervision with thorough documentation.

22. Attend regularly scheduled supervision with the Client Services Director.
23. May receive clinical consultation from the Executive Director, a Licensed Clinical Social

Worker.

Assessment and Case load:

24. Provides Agency wide emergency mental health/substance use intervention and/or crisis intervention services as necessary.

25. Provides emergency assessments to “walk in” community clients as needed, and if unable to do so, coordinates such assessments with another clinical staff person at the time of service request.

26. If a clinical assessment is needed and counselors are unable to provide the service in a timely manner, may need to conduct the assessment and provide thorough documentation.

27. Provides coverage for other behavioral health staff as needed during times of absence, including individual, group, and family counseling services.

Community Involvement:

28. Assists in organization and participation in community events related to substance abuse recovery during work week, on weekends or evenings when necessary.

29. Assists in organizing community partners to provide their relevant expertise to treatment staff and within treatment groups. Examples would be, coordinate AL ANON or ACOA to come to

Family education group, bring in nutritionist to discuss healthy eating with addiction education group, early recovery and/or relapse prevention, or yoga or mediation to assist in relapse prevention groups.

30. Document community participation by clinical staff in binder to present to accrediting body.
31. Other duties as assigned.

KNOWLEDGE/ABILITIES/SKILLS

  • Strong and consistent leadership skills;
  • Strong organizational, time management, and problem solving skills;
  • Knowledge, practical and theoretical, regarding all clinical aspects of the fields of Addictions

and Mental Health, including an extensive working and theoretical knowledge of DSM-IV and

DSM V diagnostic criteria;

  • Knowledge of, and ability to utilize, ASAM criteria, and ability to apply such knowledge to program development;
  • Ability to direct efficient, effective, and consumer-oriented Behavioral Health treatment services defined by a high level of clinical skill;
  • Professional written and oral communication skills, including public speaking;
  • Knowledge of current Behavioral Health treatment modalities and alternative treatment methods, and the ability to adapt such to the funding and cultural climate of Southeast AK;
  • Ability to ensure production of professional, comprehensive assessments, treatment plans, and other clinical documentation, in a timely manner;
  • Extensive knowledge of indicators regarding consumer need for psychotropic medical intervention, and the ability to educate counseling and case management staff regarding the use of psychotropic medical intervention regarding Addictions and Mental Health;
  • Ability to oversee and ensure a quality continuum of clinical services, to include consumer assessment, identification of problem areas, treatment planning, and treatment plan review;
  • Thorough knowledge of computer applications in word processing programs, data base programs, and basic billing packages;
  • Thorough knowledge of all regulatory requirements, including CFR 42 with regard to consumer confidentiality in the field of addictions, including experience providing expert testimony (addictions, mental illness, custody, mental status, etceteras);
  • Knowledge of Medicaid and Third Party billing and documents compliance.

MINIMUM QUALIFICATIONS

  • Masters Degree, from an Accredited Institute of Higher Education, in the field of counseling, psychology, social work, criminal justice, or related field of social services.
  • Three years’ prior experience providing direct services in area of Addictions/Mental Health
  • Licensed in State of Alaska or ability to become licensed; license in good standing
  • Must possess a current AK driver’s license (or obtain such) and be insurable by GHS auto insurance carrier.

PREFERRED QUALIFICATIONS

  • Prior supervisory experience in the fields of Addictions or Mental Health is desirable.
  • Previous experience in the management of programs providing dual diagnosis services, or experience providing direct services to such population.
