Job Overview::The HRSA Program Director functions as the lead staff member responsible for managing SEARHC’s current and future funding from the USDHHS’ Health Resources and Services Administration (HRSA). This position provides the ongoing professional, organizational, and leadership direction needed to successfully maintain and grow SEARHC's HRSA Community Health Center grant program and any related HRSA funding. This includes the preparation and submission of all timely and high-quality, required grant submissions and reports, grant budget management, ensuring continuous organizational compliance with HRSA's Program Requirements, implementation and tracking of supplemental funded programs, and readiness for agency site visits. This position works collaboratively with other divisions and departments to fully integrate HRSA's program requirements into current operational and financial policies and processes.
The HRSA Program Director is a complex oversight position with organization-wide impact. The position is responsible for successful continuation and growth of funding and ensuring ongoing federal funder program compliance across a growing primary healthcare delivery system. The position is also responsible for development and monitoring of a sizeable grant budget and the coordination of complex data and report submissions. All of these factors impact patient care and SEARHC’s overall business and financial positions.
Responsibilities::

  • Lead and oversee the complete, timely, and high-quality submission of all HRSA Health Center and related award deliverables, including the annual Uniform Data System report, Budget Period Renewal application, Federal Tort Claims Act Redeeming application, multi-year Service Area Competition application, progress reporting, and any supplemental, special initiative and expansion HRSA funding. Help develop grant report and application content as needed. Monitor and seek new HRSA operational and capital funding that aligns with organizational and strategic priorities.
  • Ensure ongoing organizational compliance with HRSA's Program Requirements. Work closely and collaboratively with clinical, administrative and finance teams to provide information and guidance for establishing, maintaining, and tracking ongoing program compliance according to current HRSA standards. Lead activities to develop, monitor, comply with, and report on grant related activities.
  • Lead all activities to plan and prepare for successful HRSA Site Visits.
  • Manage HRSA grant budgets to ensure spend down of grant dollars across budget year. Work with finance team to ensure accurate tracking and financial reporting.
  • Support new and ongoing quality improvement (QI) and supplemental service program activities funded by HRSA. Work with clinical and practice management teams to implement QI and new service programs.
  • Participate in membership organization activities and trainings as needed to maintain compliance with and ensure comprehensive understanding of current HRSA initiatives and standards.

Qualifications::Education:
Bachelor’s degree in Health Administration, Public Health, Public Administration, or other health- or business-related area.
Experience:

  • Five years of successful grant management experience in a health care field, to include health planning or relevant health systems or public health practice work experience, grant writing, budget management, strong computer applications skills. A bachelor’s degree applicant will require an additional two years of experience to qualify.
  • Two years supervisory experience

Knowledge, Skills & Abilities:
Knowledge:

  • Advanced knowledge of healthcare grants and grant management
  • Advanced knowledge of grant proposal preparation and reporting for government funders
  • Advanced knowledge of budget management
  • Working knowledge of outpatient healthcare delivery systems and data associated with the delivery of healthcare

Skills:

  • Excellent written and verbal communication skills to diverse audiences
  • Skill in effectively working with key partners over dispersed and remote geographical areas
  • Excellent prioritization, planning, organizational, analytic and problem-solving skills
  • Skill in directing and completing the preparation of complex data submissions and stakeholder/funder reports

Abilities:

  • Ability to analyze complex federal and state health rules, regulations and laws and be able to comprehensibly explain these to diverse audiences.
  • Ability to facilitate and lead diverse stakeholder groups to understand and successfully implement complex grant related activities and work processes.
  • Ability to work under pressure with minimal supervision, short timelines and be rapidly responsive with professional and timely deliverables.
  • Ability to organize information and data and present it in a professional written manner to internal and external stakeholders.
